MCA OPPOSES RESIDENTIAL PARKING REDUCTION REQUEST FOR WFC WMATA METRO STATION PROJECT

On March 1, 2023, MCA President, Scott Spitzer, wrote a letter to the Fairfax County Director of Land Development Services (LDS) that expressed concerns with a Parking Reduction Study prepared for FCGP-Metro Development, LLC (the Applicant) dated October 24, 2022 that seeks to justify the requested parking reduction for multi-family housing set forth in the Applicant’s proposal to develop the WMATA property at the West Falls Church Metro Station. 

The Study purports to justify reducing the parking rates significantly from what would otherwise be required by the County Zoning Ordinance (ZO).  However, MCA advised that the Study was deficient because it relied on incomplete and, in some instances, irrelevant data; failed to take into account any relevant factors except proximity to mass transit; and did not meet the standard prescribed in the ZO to justify parking reductions. As a result, MCA recommended that the LDS Director deny the applicant’s request for a 44.7% reduction in parking spaces for multifamily units.  To read the letter, click - MCA P&Z Committee WMATA Parking Reduction Letter.

 

Background: On February 1, 2023, MCA adopted a resolution supporting the plans for redeveloping the WMATA Metro-Station property. However, the resolution called upon the Applicant and the county to avoid the possibility that inadequate reserved parking for multifamily residential units could result in spillover parking in adjacent neighborhoods.
