On July 5, the MCA Board passed a resolution addressing a proposed rezoning amendment for a property located at the corner of Spring Hill Road and Broad Street, within a quarter mile of the Spring Hill Metro Station, to allow a previously approved 22-story, 290-foot office tower (including penthouse) to be converted to a 29-story, 270-foot residential building to be known as City House. The property currently includes two office buildings, a parking garage, and an elevated private park, and if approved, will include, in addition to the existing office buildings and garage, which will remain, and the new City House tower, a previously approved 40-foot retail/service or residential building and a new elevated public park, with ADA access via an elevator from Spring Hill Road.
MCA stated that while it did not oppose the proposed rezoning amendment, it had several concerns, including the impact of the City House conversion on Spring Hill ES, Longfellow MS, and McLean HS capacity and, more generally, the trend toward office-to-residential conversions in Tysons and elsewhere in the County. MCA reiterated the recommendation it made in its June 7th MCA letter [link] to Jeffrey C. McKay, Chairman of the Fairfax County Board of supervisors, that the County promptly initiate a study of the impact of this trend on County tax revenues, population density, schools, police, fire, recreation and other public services.
